There are three actors here: God, the prophets, the fathers. God spoke to the fathers BY the prophets. This highlights the meaning of 'prophet' as the one who is the intermediary between God and man; he speaks what God wishes him to speak. The prophet is the intermediary between man and God; making intercession on behalf of man.
