Is 53:1 ¶ Who hath believed our report? and to whom is the arm of the LORD revealed?

BP [Bob's paraphrase]: Who has shouted 'Amen!". And who understands the works of the Lord?

The Ethiopian was reading from this chapter when he asked Philip to guide him in understanding. (Ac 8:31) The question "Who understands the works of God is rhetorical, not expecting an answer, because the answer is already known. Man cannot know the works of God.

Ec 8:17 Then I beheld all the work of God, that a man cannot find out the work that is done under the sun: because though a man labour to seek [it] out, yet he shall not find [it]; yea further; though a wise [man] think to know [it], yet shall he not be able to find [it].
Job 36:26 Behold, God [is] great, and we know [him] not, neither can the number of his years be searched out.

Only the Son knows the Father:

Mt 11:27 All things are delivered unto me of my Father: and no man knoweth the Son, but the Father; neither knoweth any man the Father, save the Son, and [he] to whomsoever the Son will reveal [him].
Lu 10:22 All things are delivered to me of my Father: and no man knoweth who the Son is, but the Father; and who the Father is, but the Son, and [he] to whom the Son will reveal [him].
Joh 10:15 As the Father knoweth me, even so know I the Father: and I lay down my life for the sheep.

And the Son does the works of the Father:

Joh 5:19 Then answered Jesus and said unto them, Verily, verily, I say unto you, The Son can do nothing of himself, but what he seeth the Father do: for what things soever he doeth, these also doeth the Son likewise.
Joh 15:24 If I had not done among them the works which none other man did, they had not had sin: but now have they both seen and hated both me and my Father.

This introductory verse is declaring the topic of the chapter: The one who knows the answer is not a mere man. Sounds like the beginning of the gospel.
