The first 'Good' is the light. It becomes a symbol of God's holiness/goodness
Note that light and dark existed together until God separated them. Light representing the holiness of God, existed with the Darkness representing the Love of God. Holiness and Love co-existed but God separated them in his revelation of himself to us so that we could understand his nature. He is Holy and He is Love. Though separated at creation they were reconciled at the cross.
In Ge 1:2 the darkness/grace of God was hovering over the face of the deep/extended chaos. God is not the author of confusion (1Co 14:33) but his love covered the chaos/confusion that engulfed his creation.
The word confusion תבל also means 'world'.
